Oatmeal Values... PRE or POST cooking?

I'm wondering... are the values for "Oatmeal, Regular or Quick, Dry" representative of the volume BEFORE or AFTER cooking. I measure out the oatmeal pre-cooking. BUt if the numbers are for POST cooking, I'd like to be accurate in my assessment. Thanks all
