Minor UI bug.
In this case, Fiber at 100% does not transition from yellow to green.
I suspect this might be due to a value such as 99.7% being rounded-up to 100% for display, while still technically being less than the target when that comparison is used for determining color.

You are absolutely right - the value is rounded up and the software is interpreting that as not quite meeting your target. Good catch!
