Is the dark rye flour nutrition content incorrect?

The nccdb database here lists dark rye to have 23.8g of fiber for every 100g of flour. That sounds insane, so I went online to find the nutritional values of whole rye berries. None of them were even close to 23.8g fiber/100g flour. The highest I could find for whole rye berries was 15-6g fiber/100g berry, and the most rye flours are around 10-13g fiber/100g flour. I wonder if the value provided from nccdb is wrong? If not, and it uses a special superpowered flour, where can I find this type of flour?
