Is "Oatmeal, Regular Cooking 1 cup - 234g" a dry or cooked measurement?

Cooked. If unsure, add the entry to your diary, click on the row and look at the water content. 1 cup 234g of the oatmeal has 198.5g water. Definitely not dry.
There's also a separate "Oatmeal, Regular or Quick Cooking, Dry" food from the NCCDB for use, if you needed the dry version.

A quick follow up question. If I cook oatmeal using milk and water, does anyone know how to input that?

Just add regular oatmeal and an amount of milk you added separately.
